Well, that % is the amount of falloff PER UNIT (a "unit" being a meter in
modeler). Thus, to have a texture fall off after 1 meter means 100%
falloff. 2 Meters would be 50% falloff/meter (or unit). That's it.
Your smoke must be .1 meters tall if it takes 100% for it to fall off...
